China reinforces the quality control measures on Personal Protective Equipment and medical supplies export

China's Ministry of Commerce (MOC), General Administration of Customs (GACC), and State Administration for Market Regulation (SAMR) published a joint announcement [2020 No.12] to reinforce quality control measures on PPE (personal protective equipment) and medical supplies export, effective from April 26, 2020.

Non-medical masks export:

a). When exporters declare to China customs, a “Joint Declaration of the Exporter and the Importer” is required to confirm that the products are compliant with the quality standard of China or destination country, along with the importer’s statement that the masks are not purchased for medical use purposes.

b). MOC provides a list of the manufacturers of non-medical masks which have already been certified or registered for foreign standards (as per requirement here).

c). SAMR provides a list of unqualified/counterfeit non-medical masks and manufacturers here

d). China Customs refers to the above two lists to verify and release the non-medical masks export.

Medical supplies export, includes Coronavirus Test Kits, Medical/Surgical Masks, Medical/Surgical Isolation Gowns, Ventilators and Infrared Thermometers:

a). When exporters declare to China customs, an “Export Declaration of Medical Supplies” is required as a commitment to comply with quality standards and safety requirements of the destination country.

b). MOC provides a list of manufacturers of the medical supplies which have already been certified or registered for foreign standards here.

c). China Customs refers to the above list to verify and release the medical supplies export.
