New policies in Hong Kong for 2020

Updates to Hong Kong air export: The Civil Aviation Department (CAD) has introduced the Regulated Air Cargo Screening Facilities (RACSF) scheme to enable cargo screening in off-airport locations so as to meet the screening requirements of the International Civil Aviation Organization (ICAO). The CAD announced that a transitional arrangement will take effect from January 2020 so as to progressively increase the required screening percentage of known cargoes consigned by existing known / account consignors, which have not been validated by CAD, from 1% to 100%. The ICAO’s new policy will increase the overall shipment handling cost. Thus, a Cargo Screening Charge will be imposed with effect from 1 January 2020 to cope with the additional requirements from CAD and to provide a high standard of service to our customers.

Updates to Hong Kong HTS code list (2020 Edition): The Census and Statistics Department (CSD) announced the Hong Kong Imports and Exports Classification List (Harmonized System) (HKIECL) 2020 edition. The amendments in 2020 are minor, which took effect as from 1 January 2020.
